Title Learning from past disasters : the Tokachi-oki Earthquake of 2003

[ Summary ] The Tokachi-oki earthquake of 2003 is discussed. The achievements concerning disaster prevention in Urakawa town (in the Hidaka district, Hokkaido, Japan), as the maturing area of disaster systems, have been admired world wide. Two earthquakes were contrasted and analysed ; (the Urakawa-oki earthquake 1982 and the Tokachi-oki earthquake 2003) both of which occurred in this area. Our experiences with these two earthquakes helped us produce a great deal of information in respect to disasters prevention. In addition, the Urakawa Red Cross Hospital hemodialysis staff has acquired a deep insight into disasters care situations. Care providers planned and carried out effective disaster prevention measures. Therefore, they improved the circumstance of those in need. Dialysis treatment continued with only slight modifications in schedule. Decreased disaster damage is possible with improvements in the level of disaster prevention.
