[ Summary ] The council for Regulatory Reform (a cabinet office) has stated its support of promotion of IT (Information Technology). In the medical field, a new payment system based on DPC (Diagnosis Procedure Combination) which is a Japanese version of DRG/PPS, has been implemented. The overall design of the Ministry of Health, Labour and Welfare indicated a percentage goal would be introduced for the Electronic Patient Record system for hospitals by 2006. Before that time, "The Electronic Storage of Clinical Records" criteria required by the Ministry of Health and Welfare in 1999, and the storage of documents in electronic form would be permitted for records falling into three criteria. The most important criteria is; "Authenticity and accuracy of information". We must promote the introducion of an Electronic Patient Record system with technical and organizational approaches.
