[ Summary ] High economic growth between 1960 to 1975 brought about a rapid increase in the demand of social security service. This demand increased even more as result of an aging population combined with falling birth rates.
While high economic growth ended over a quater of a century ago, an aging continues to exist. This has accelerated the lack of tax revenue and premium contribution solvency.
Ultimately, this has resulted in a shortage of social security funds as the financial gap of supply and demand expands due to increase in demand and a decrease in "supply". One of the most important issues is the revision sharply increasing medical expenditures for the aged.
It is also indispensable to innovate the formal service system, as well as to reconstruct the informal service of the social security system.
The aged beneficiary must burden the up rated cost of social security. But, exclusion of priority distribution to medical expenditures for the aged, should not be permitted.
