[ Summary ] Guidelines should include recommendations based on a systematic review and assessment of risks and benefits, and not based on the extent of dissemination. In Japan, cancer screening guidelines developed by a research group supported by the Ministry of Health, Labour and Welfare are linked to policy making, although systems for developing the guidelines are still immature. When multiple organizations develop guidelines on the same topic and issue different recommendations, the process of developing guidelines should be assessed according to specific criteria.
