【 要旨 】 大規模災害は情報・通信の混乱と交通渋滞を引き起こす.災害発生直後の医薬品供給はまず通常の納品ルートが主となるが,配送の混乱は避けられない.大規模災害時における医療用医薬品の支援は,通常,厚生労働省から日本製薬団体連合会へ緊急要請が入り日薬連が窓口となって各医薬品製造業者が対応する仕組みになっている.緊急時必要とされる医薬品の在庫は,各卸協同組合や卸売業者が地方自治体と通常のランニングストック内で保有する協定を結んでいる場合がある.透析医療では,災害直後に継続可能なシステム構築が第一優先となり,それらに必要な医薬品・資器材が備蓄,緊急発注の対象となる.災害時は関係者すべての相互協力と理解が必要な状態であり,正確な情報整理によってその供給体制が整備されることとなる.

[ Summary ] A major disaster may disrupt telecommunications and cause traffic congestion. Immediately after a disaster, drugs need to be supplied via regular delivery routes but disruption of distribution is unavoidable. The Japanese pharmaceutical industry has such a relief system that in the event of a major disaster the Ministry of Health, Labour and Welfare makes an emergency request to the Federation of Pharmaceutical Manufacturers' Associations of Japan (FPMAJ) to organize and conduct a relief campaign, thereby letting its members perform their share of duty in providing drug and medical device aid to the disaster-stricken nation. In some cases, a wholesale cooperative or wholesaler may maintain an inventory of drugs for emergency use up to ordinary running stock levels if they have made an agreement with a local government. For dialysis treatment, the first priority is to build a sustainable system so that pharmaceuticals and equipment required for dialysis are stockpiled or ordered on an emergency basis. Once a disaster strikes, everyone concerned must work in a relationship of mutual cooperation and understanding. Accurate analysis of information is required to establish such a supply system.
